After hearing Qin Wudao’s words, the civil and military officials did not immediately respond but fell into deep thought.
The art of governance dictated that one must not be impulsive but instead learn to meticulously interpret every word of the monarch. Otherwise, one’s political career might suffer, possibly even leading to demotion or exclusion from the core of power.
The issue of how to deal with the alien tribes had been debated in the imperial court for a long time.
Should the alien tribes be treated with kindness? Judging from history, alien tribes and humans were mortal enemies. It would be fortunate enough if they weren’t completely exterminated, let alone treated with kindness. However, they couldn’t all be killed, as that would violate the laws of heaven.
"Your Majesty, Confucianism has just been established. I boldly request your order to lead the Confucian scholars to educate the alien tribes!" Dong Zhongshu said, hesitating for a moment before bowing.
However, he had no idea whether they could educate the brutal alien tribes.
"Confucianism is a study meant to enhance human strength and prosperity. Using it to educate alien tribes—wouldn’t that mean forgetting its original purpose?" Qin Wudao asked, waving his hand to dismiss Dong Zhongshu’s suggestion.
Those not of our kind surely have different intentions! The wisdom of Confucianism harbors the path to divine power. Such an incredible opportunity should not be given to the alien tribes for free. Furthermore, if Confucianism were to assist the enemy alien tribes rather than benefiting humanity, it would surely be unjustifiable.
"I understand!" Dong Zhongshu said, nodding before withdrawing.
"In Ancient Times, alien tribes enslaved humans. Why can’t we do the same?" Qin Wudao stated coldly, his eyes flashing an icy glare that made his officials shiver.
Enslave the alien tribes!
This shocking idea left the officials in a daze.
"Your Majesty, enslaving alien tribes will deepen racial conflicts. The Qin Dynasty has just unified the East Border. We need to create a peaceful environment for recuperation, not turmoil!" Zhuge Liang said, standing up to dissent.
The top priority of the Qin Dynasty’s governance was now to organize post-war rebuilding, appease the populace in occupied areas, restore the economy, and stabilize order.
"Yes, Your Majesty! The alien tribes’ population is vast!" Guo Jia hurriedly said.
Even if there were only hundreds of millions, or even tens of billions of aliens, he would undoubtedly support the enslavement policy. But the reality was that there were thousands of alien tribes in the entire East Border, with a population numbering in the trillions. If a revolt were to occur, the Qin Saint’s Court could fall into turbulence, requiring significant military force and a drain on resources to suppress it.
"Your Majesty, please reconsider!" Xiao He also said, bowing.
In his view, enslaving alien tribes might feel satisfying in the short term, but it could bury significant threats to the nation’s foundation. Moreover, he was puzzled. Why would the usually wise Qin Wudao propose such an unwise solution?
Most of the other court officials also voiced their opposition.
"Hahaha!" Seeing his ministers’ doubts, Qin Wudao was not annoyed. He laughed heartily and said, "I understand your worries, my dear ministers. But I have an artifact capable of making the alien tribes completely submissive, daring not to revolt!"
"May I ask, Your Majesty, what kind of artifact is this?" Zhuge Liang asked, blinking.
"The Enslavement Ring!" Qin Wudao announced. He waved his hand, and a golden ring flew out from his sleeve, hanging in mid-air and exuding a terrifying Origin Power of enslavement. A mere glance made one involuntarily feel submissive.
The Enslavement Ring was formed from the Origin Power of enslavement! Even gods and devils, once bound by the Enslavement Ring, would become obedient servants, daring not to defy their master’s commands.
To break free from the Enslavement Ring’s restraints, one must possess profound cultivation and comprehend another power of the Great Dao, or have a cultivation level two ranks higher than the one who placed the seal.
"We can use Spiritual Energy to create the Slave Seal!" Qin Wudao explained.
He took out one hundred top-grade Spirit Stones and placed them in the Enslavement Ring. The Origin Power of enslavement rippled, forming a Slave Seal that floated in the void.
"What immense enslaving power!"
"Can this small Slave Seal really enslave the alien tribes?"
"If its effects are truly as His Majesty has stated, then the threat of the alien races will no longer exist!"
The civil and military officials whispered amongst themselves, some skeptical, others hopeful.
Indeed! If they had a means to control the alien races, they would all desire to enslave them, perhaps even cast them into a pit of utter devastation from which there would be no recovery.
"We can use Slave Seals to control the powerful among the alien races and achieve the enslavement of their entire race!" Qin Wudao declared sternly, standing up and toying with a Slave Seal in his hand. "At that time, the alien races will not only cease to be an obstacle to the development of the Qin Dynasty, but they will also become the backbone of its development!"
"We can use the alien races for labor: constructing city walls, mining Spirit Stones, and building official roads!"
"We can form large alien armies to charge into battle for us and expand our territory!"
"Your Majesty is wise!" Jia Xu and Li Ru were the first to speak, their eyes filled with a cold gaze.
"Your Majesty is wise!" Zhuge Liang, Guo Jia, Xiao He, and others echoed.
Following them, Gui Guzi, Zhao Yun, Lv Bu, and others also expressed their support.
Even Confucian scholars like Dong Zhongshu and Wang Yangming supported this. Although Confucianism teaches benevolence and respect to all, they were not pedantic Confucianists; they would not naturally apply Confucian ideals to the alien races.
"Issue this decree: The alien races are brutal. For the stability of the nation, a policy of enslavement shall be implemented towards them. Those tribes who demonstrate good behavior and submission may, at the discretion of the court, have their slave status removed and become citizens of the Qin Dynasty," Qin Wudao said indifferently.
This command would directly decide the fate of the alien races. It also marked a fundamental shift in the status between humans and alien races. The unstoppable tide of the era surged forward!
Only immense strength could break the shackles and allow one to master one’s own destiny!
In the early Ancient Times, the alien races were masters, and humans were servants.
From the late Ancient Times until now, through the efforts of human ancestors, humans had achieved equal status with the alien races.
But now, humans in the East Border were to assume the dominant position!
「The next day.」
Powerful individuals from the Qin Dynasty left the Imperial Capital. They traversed Changkong and headed towards the domains of the alien races.
Each of them carried dozens of Slave Seals.
「Ice Emperor Bear Tribe!」
Once a supreme alien race, the tribe had lost all its experts with the collapse of the Thousand Demon Saint’s Court. They had retreated back into the glaciers, and a Saint King Realm expert now led the tribe.
"Xiong Jikai, receive your orders!" Zhao Yun boomed, clad in silver armor.
"The demon! That demon is back!"
All the Ice Emperor Bear tribesmen showed fear at the sight of Zhao Yun. They had been deeply traumatized by this butcher.
"He... He’s here!" Xiong Jikai stammered as he emerged from the Ice Palace, kneeling respectfully.
"His Majesty decrees that starting from today, the Ice Emperor Bear Tribe will be enslaved!" Zhao Yun stated indifferently. He flicked his finger, and a Slave Seal shot out, integrating into Xiong Jikai’s forehead.
"I obey!" Xiong Jikai responded, trembling with absolute respect and obedience.
Zhao Yun nodded, then tore open the Void and departed for another alien tribe to plant more Slave Seals.
From today onward, I am the servant of Zhao Yun! The servant of the Qin Dynasty!
Under the influence of the Slave Seal, any resentment Xiong Jikai held towards the Qin Dynasty vanished. It was replaced with endless respect and infinite loyalty. As for the hatred between the two races, it was entirely discarded.
Subsequently, the powerful members of the Blood Wolf Clan, Demon Lion Clan, Bloodthirsty Demon Tiger Clan, Sky Fox Tribe, and other alien races were all implanted with Slave Seals.
From this point forward, all three thousand-plus alien races in the East Border submitted to the Qin Dynasty’s Saint’s Court!
Under the court’s direction, alien Martial Artists were used as laborers, reduced to mounts, and formed into suicide squads...
The cycles of history are often strikingly similar!
